Structure and Development Plan of the Faculty of Medicine and the Medical Center – University of Freiburg (STEP MED)
In accordance with § 4, paragraph 6 of the University Hospitals Act (UKG), the Faculty of Medicine and the Medical Center – University of Freiburg develop a joint Structure and Development Plan (STEP MED) every five years under the auspices of the University of Freiburg. This plan is submitted to the Ministry of Science, Research and the Arts (MWK) of Baden-Württemberg for approval.
It focuses on research, teaching, patient care, and constructional development planning. The planning of W professorships at the Faculty of Medicine is included in STEP MED.
Every five years, those responsible in the institutions can use this framework to set out their views on the development of their institutes or departments: What successes, highlights and progress have been achieved? What potentials and perspectives have been developed?
This diverse and dynamic perspective on the various components of university medicine is embedded in the central planning by the Faculty Executive Board and the Board of Directors of the Medical Center – University of Freiburg, as well as the Commission on Strategy and Development: How are the different areas interconnected? What are the overarching strategic medical and scientific goals and measures? Which structures are best suited to transform medical visions into innovations? What are the strategic priorities in the reassignment and establishment of new professorships?
The Ministry of Science, Research and the Arts (MWK) granted approval for the submitted Structure and Development Plan (STEP MED) for the years 2024 to 2028 on 15 May 2024.
Structure and Development Plan of the University of Freiburg (StEP)
In accordance with § 7 of the Act on the Higher Education Institutions in the Land of Baden-Württemberg (LHG), the University of Freiburg develops a Structure and Development Plan (StEP) for a period of five years and regularly updates it. This plan is submitted to the Ministry of Science, Research and the Arts (MWK) of Baden-Württemberg for approval.
In the Structure and Development Plan (StEP), the Rectorate of the University of Freiburg defines university objectives and guidelines for strategic and organisational development, derived from the overall strategy process: How should the university’s core areas of research, teaching, and transfer be further developed? What objectives and measures do exist for the central cross-cutting issues of sustainability, equality, internationalisation, and digitalisation?

The University submitted the Structure and Development Plan for the years 2024 to 2028 to the State of Baden-Württemberg in the summer of 2023.
