Who should apply via hochschulstart.de?
German applicants, foreign national with a German education, and EU/EEA nationals must apply directly via hochschulstart.de for nationwide restricted-admission programmes in human medicine, pharmacy, and dentistry.
Those from non-EU/EEA countries who have a foreign university entrance qualification should not apply via hochschulstart.de, but should submit their application for human medicine, pharmacy, and dentistry via the University of Freiburg’s online application portal (HISinOne).
What is the admission process?
The Foundation for University Admissions (Stiftung für Hochschulzulassung, hochschulstart.de) centrally allocates 30% of the available study places to applicants with the best school-leaving grades (Abitur). The University of Freiburg decides on the remaining 70%: 10% are allocated via the Additional Aptitude Quota (ZEQ), and 60% via the University Selection Procedure (AdH). Admission is processed directly through hochschulstart.de, and the letter of acceptance, required for enrolment at the University of Freiburg, will be made available in your hochschulstart.de account.
You may include any number of university preferences in your application for nationwide restricted-admission degree programmes in human medicine, pharmacy, and dentistry.
When can I apply?
Admission to the human medicine and pharmacy programmes is only open in the winter semester.
However, admission to the dentistry programme is open in both the winter and summer semesters.
I want to become a rural doctor
In Baden-Württemberg, 75 study places in human medicine are allocated each year to applicants who commit to working as general practitioners in rural areas for a set period after completing their medical degree. Through the so-called Landarztquote (rural doctor quota), the state government of Baden-Württemberg aims to improve general medical care in rural regions.

How can I improve my chances of being admitted?
For the Additional Aptitude Quota (ZEQ) and the University Selection Procedure (AdH) for human medicine and dentistry, the result of the Test for Medical Studies (TMS) is one of the criteria considered.
For the pharmacy programme, successfully completing the Study Aptitude Test for Pharmacy Studies (PhaST) can improve your chances of admission.
Applying via the Dialogue-Oriented Service Procedure (DoSV)
What is DoSV?
DoSV (Dialogue-Oriented Service Procedure) is a web-based system developed by the Foundation for University Admissions (hochschulstart.de) to coordinate the allocation of places on many restricted-admission degree programmes at universities.
It is designed to prevent applicants from accepting multiple offers that they do not intend to take up, thereby ensuring that study places are not left unfilled.
Within DoSV, you can apply for up to twelve study programmes (a combination of degree programme and university).

How do I register and apply?
To apply for a DoSV degree programme via the University of Freiburg’s online application portal before the deadline, you must first register with hochschulstart.de. This will give you a BID (applicant ID) and a BAN (applicant authentication number).
The application steps
- Register at dosv.hochschulstart.de. You will then receive two numbers: your BID (applicant ID) and your BAN (applicant authentication number).
- Then register on the University of Freiburg’s online application portal. When you start this process, you will be asked to enter your BID and BAN.
- Apply for your desired degree programme via the University of Freiburg’s online application portal. Follow the instructions provided in the portal. As part of the Dialogue-Oriented Service Procedure, you can apply for up to three degree programmes at the University of Freiburg.
- Upload your application documents (e.g. certificates and other supporting documents) to the portal. Please scan your original documents for this purpose. If your higher education entrance qualification consists of several certificates or documents, please scan all parts in full and upload them as a single file.
- Application period: Submit your application via the portal between 1 June and 15 July. If you are applying for multiple degree programmes at the University of Freiburg, you must submit a separate application for each programme.
- You can view the current processing status at any time in both the University of Freiburg’s application portal and on hochschulstart.de. You will receive an email notification when the status changes, provided you have opted in to receive email notifications.
- Letters of admission and rejection will be made available in your hochschulstart.de account from the end of July onwards, on a rolling basis until the end of September.

Applying for a second degree
If you have already successfully completed a degree in Germany and would now like to begin another degree in an undergraduate programme (State Examination or Bachelor’s) subject to restricted admission, you can find all the relevant information on this page
When am I considered a second-degree applicant?
According to § 12 (1) HZVO, you are considered a second-degree applicant if you have already successfully completed a degree in another programme at a German higher education institution by the time you apply to the University of Freiburg.
A degree is considered complete once the final examination has been successfully passed.
How is admission for a second degree determined?
If you are applying for a second degree, you can only submit one application for a degree programme subject to restricted admission via the University of Freiburg’s online application portal.
2% of the study places on the chosen programme are reserved for second-degree applicants and are allocated according to special criteria. Ranking is determined by a score calculated based on: the result of the final examination of the first degree, and the significance of the reasons for pursuing a second degree. These reasons may be academic, professional or other. The score is the total number of points awarded for these two criteria.
I. Result of the final examination of the first degree:

If the grade of the final examination of the first degree is not documented, the result is assessed with 1 point.
II. The importance of the reasons for the second degree.
Category 1: Compulsory professional reasons
This category applies to cases where pursuing a profession requires successfully completing two degree programmes.
Examples include the professions of oral and maxillofacial surgeon (medicine and dentistry) and staff pharmacist in the German armed forces (pharmacy and food chemistry).
Category 2: Academic reasons
This category acknowledges the particular significance of academic advancement.
Points are awarded according to the following scale:
• 7 points: The academic reasons are significant and are supported by the applicant’s academic background.
• 9 points: The academic reasons are of particular importance and are supported by previous achievements.
• 11 points: The reasons are of outstanding academic significance and are supported by exceptional achievements of special general interest.
Category 3: Specific professional reasons
The decisive factor in this category is the intended professional activity, as well as the extent to which both degrees are beneficial for that profession.
A clear and logical connection must exist between the first degree and the desired second degree.
Applicants must demonstrate that completing the second degree will significantly improve their professional situation by meaningfully complementing the first degree.
The following aspects are particularly relevant:
– Which qualifications for the intended career goal have already been acquired (e.g., through the first degree)?
– What qualifications will the second degree provide for that career goal?
A mere change of profession does not constitute special professional reasons.
The field of future professional activity and the order in which the two degrees are undertaken are irrelevant.
Category 4: Other professional reasons
This category acknowledges that a second degree can significantly enhance a professional situation, even if it does not meaningfully complement the first degree. In such cases, a detailed justification is required.
Category 5: None of the above reasons
All other second-degree applications fall under this category.
Reintegration after family leave
If you are returning to or starting your professional career after a period dedicated to family responsibilities, you may receive a bonus of up to two points in your second-degree application.
This applies if you had to give up your previous profession or were unable to take up an appropriate professional position after completing your first degree for family reasons (e.g., marriage or childcare).
The size of the bonus depends on the degree of impact (e.g., number of children, length of time spent on family commitments). Only one category is applied, and the most favourable one is used.
The family-related bonus is granted in addition to the bonus for applicants who have postponed their second degree for family reasons.

When and where can I apply?
For undergraduate degree programmes subject to restricted admission, applications can only be submitted for the winter semester, from 1 June to 15 July, via the University of Freiburg’s online application portal.
Please note: If you wish to apply for a second degree in a programme participating in the Dialog-Oriented Service Procedure (DoSV), you must first register with hochschulstart.de before applying via the University of Freiburg’s online application portal.

Second-degree applicants for medicine, pharmacy, or dentistry
If you wish to cite academic reasons for pursuing a second degree in human medicine, pharmacy or dentistry, you must first request an expert opinion from the university listed first on your application form on hochschulstart.de.
The university will then assess the reasons you have provided.
The hochschulstart.de website contains all the information you need about the application process, deadlines and the form “Aufnahme eines Zweitstudiums aus wissenschaftlichen Gründen” (Admission to a Second Degree for Academic Reasons).
As it can take up to six weeks for the University of Freiburg to prepare an expert opinion, your documents must be received by the university by 31 May for the winter semester or by 30 November for the summer semester of the following year.
You must submit the following documents:
- Certified copy of your school-leaving certificate (Abitur).
- Certified copy of university degree(s) (certificate and transcript of records).
- Curriculum vitae
- Statement of academic reasons for pursuing a second degree (informal letter).
- Completed application form from hochschulstart.de.
- Publications, if applicable
- Proof of internships, if applicable.
- Letters of recommendation, if applicable.
- Any other supporting documents.

Study Place Exchange
Would you like to exchange your study place in a programme, such as human medicine or dentistry, and have already found a partner?
You will find the necessary information on submitting your application and the exchange process below.
Please note that the University of Freiburg does not arrange exchange partners, and submitting an exchange application does not automatically guarantee approval.
According to § 7 of the Admission and Enrolment Regulations (ZImmO), an exchange of study places is possible at the University of Freiburg under the following conditions:
- An exchange is only possible from the second subject semester onwards.
- For human medicine students, exchanges are possible in the second to fourth preclinical subject semesters, the first clinical subject semester, and in higher clinical semesters.
- Exchanges are only possible within the same degree programme. For programmes subjected to restricted admission, admission restrictions must exist at both universities.
- Both exchange partners must be enrolled in the same subject semester (or clinical semester in human medicine) and have the same level of study. For restricted subjects, ensure that the same academic status is determined by the “filling criteria” for higher semesters.
- Neither partner may have lost the right to take examinations or failed a programme or examination requirement definitively.
- The consent of both universities involved in the exchange must be obtained.
- Both partners must be admitted to and enrolled at their respective universities.
- Students exchanging their place at the University of Freiburg for a place at another university will be disenrolment from Freiburg upon exchange.
Send your study place exchange application, along with all the necessary original or certified copies, and a stamped, addressed return envelope, by post to:
Documents to be submitted:
- Completed application for exchange of study place
- If applicable, application for ring exchange
- School-leaving certificate (Abitur)
- Current certificate of enrolment
- Transcript of Records
- Stamped return envelope
For a ring exchange, please also submit the application for ring exchange form in addition to the regular application for exchange of study place form.
All participating universities must sign and stamp/seal the forms for the exchange of study place and ring exchange issued by the University of Freiburg. Please send the original form back fully signed and stamped. After receiving the certificates (Physikum, other transcripts, and performance records) of all students involved in the (ring) exchange, an admission letter will be issued for the student transferring to the University of Freiburg, enabling enrolment at Freiburg. At the same time, the student leaving Freiburg must submit a disenrolment request to the SCS-Registration Office.
