Research Infrastructure Plan and Governance Structure
The goal of the Faculty of Medicine is to promote its strategically important research infrastructure facilities, as these provide an essential foundation in strengthening our research focus areas in the face of national and international competition. These facilities provide services to research units within the faculty and support our researchers in advancing their academic careers. A successful facility requires not only state-of-the-art technical equipment but also personnel with specialized expertise, encompassing the management of technical operations, training, and service delivery, as well as the scientific development of the facility. In 2020, the Faculty of Medicine adopted a research infrastructure plan that included a series of measures to support and further develop research infrastructures. In implementing the research infrastructure plan, an overarching governance structure and a funding program for the research infrastructures were introduced.

Research Infrastructure Funding Program of the Faculty of Medicine
To promote and further develop research infrastructure units, the Faculty of Medicine at the University of Freiburg offers a competitive funding program for research infrastructures with three funding lines for Shared Facilities and four funding lines for Core Facilities.

Governance Structure

As part of the research infrastructure plan, the Faculty of Medicine has implemented an overarching governance structure for its research infrastructures.

In the funding line ‘Contribution to basic funding for Core Facilities’, the FISKO makes a recommendation on whether or not to fund the application, on the basis of which the Executive Board of the Faculty of Medicine makes its decision.

Coordination between FISKO and the University’s Research Infrastructure Board (RIB) is led by the Chair of the Budget and LOM Commission, who is also a member of the RIB. The RIB was founded in spring 2019 with the participation of the Faculty of Medicine and is an expert advisory board tasked with formulating recommendations to the Rectorate and the Dean’s Office Administration of the Faculty of Medicine as a basis for decisions on the procurement of research infrastructure, including the coordination of applications for major research instrumentation.

The FISKO is responsible for the location plan, scientific evaluation and financial support of research infrastructures at the Faculty of Medicine.
The FISKO at the Faculty of Medicine is a commission established by the Executive Board of the Faculty of Medicine, comprising nine appointed members of the Research Commission, the chair of the Budget and LOM Commission by virtue of office, two further voting members from the group of professors of the Faculty of Medicine and one excellent scientist in the qualification phase as well as a deputy. The vice dean for research is the ex officio chair. Other advisory members are the dean, the head of Office of the Dean for Research and the Administrative Division of Research Infrastructures.
FISKO meets once a year and on an ad hoc basis.

The Administrative Division for Research Infrastructures (GS-FIS) is located in the Office of the Dean for Research of the Dean’s Office administration of the Faculty of Medicine Freiburg. The GS-FIS is the point of contact for all questions relating to research infrastructures and is responsible for implementing the measures from the research infrastructure plan. The tasks of the Administrative Division for Research Infrastructures include
- the tendering and administration of the intramural funding program for research infrastructures,
- the organization of the FISKO, in particular the preparation, implementation and follow-up of the meetings, including minute-taking,
- the administration of the meetings of the AK-FIS including taking minutes,
- serving as an bridge between research and administration for central coordination with administrative units of the hospital and university.
The AK-FIS is made up of the heads of the Central, Core and Shared Facilities as well as the Administrative Division of Research Infrastructures of the Office of the Dean for Research. The heads of the facilities nominate a deputy. The members of the AK-FIS appoint a spokesperson and a deputy for a period of two years.
AK-FIS provides a platform for the heads of the Central, Core and Shared Facilities to share experiences and provide mutual support. The AK-FIS addresses the shared interests of the facilities and discusses the practical implementation of the recommendations and decisions issued by the faculty and the FISKO.
The AK-FIS meets approximately 6 times a year.
